1. Collect tolls at all other road entrances from the center area of Rio to the Rio Sul area, such as at Tunel Rebouccas and on Rua Humanita (left foreground in picture below).

2. Using the new tolls, extend the new trolley and subway lines from Copacabana (light buildings to the left of the mountain in the picture) along the length of Ipanema and Leblon (center right strip in picture.)

3. Build a separate trolley line around Lagoa Freitas (dark area in lower right half of picture). It would have a major stop at a new, large car parking facility along Rua Humanita (left foreground in the picture).

4. Increase the tolls in item 1 until the number of autos and buses in the Lagoa area drops significantly.

5. While most of the increased tolls would pay down the construction costs of items 2 and 3, use some of the monies to upgrade the landscaping along the new trolley lines along Ipanema and Lagoa. As in Copacabana, stops along these new lines should attract private investment for amenities appealing to both tourists and residents.

6. Later, extend the subway line from Leblon through the tunnel Dois Irmaos and possibly eventually to Barra da Tijuca (off the picture on the right).

7. From the start of collecting tolls, use some of the monies to improve the services to the shantytown behind Copacabana.
