Traffic in Copacabana
- a problem and a solution
Current Situation:
- Copacabana is one of the most densely populated areas of the world.
- No mass transit other than surface buses
- Linear layout of buildings lends itself to fixed rail transport
- A high percentage of its auto and bus traffic goes through tunnels towards the center of Rio.
- Rio's subway system currently ends at nearby Botafogo
- A busy 4 lane street (Av. Atlantica - center of first picture) separates the beach from buildings, shopping, and most eating/ refreshment areas.
Proposed improvement steps:
1. Collect small tolls on all roads leading into Copacabana from the north, like Av. Princessa Isabel.
2. Use the tolls (and projected future revenue from them) to build an open air trolley line in the median strip of Av. Atlantica (center of above picture). The trolley should be an updated version of Rio's historic Santa Teresa tram pictured below. Photo comes from

A similar looking Copacabana trolley should be an important tourist attraction in itself - as is the New Orleans trolley through the Garden District. The Copa line could later be extended to the Ipanema beachfront and on the other end through a tunnel to the Sugar Loaf cable car station.
3. Extend the current subway line ending at Botafogo to the Rio Sul shopping center and under the length of Av. N S de Copacabana. This subway extension should eliminate the need for most bus traffic in Copa.
4. Increase the tolls on road access into Copa until auto traffic drops substantially and parking is readily available on the streets of Copacabana.
5. Use the increased tolls:
- to pay down the cost of the subway extension and new trolley line.
- to improve the services to the
- to build a parking structure near the Rio Sul shopping area (encouraging Copa subway use).
- to replace the oceanfront lanes of Av. Atlantica with landscaping
6. Plan for some shopping/ outdoor dining/ informal entertainment areas at the stops of the new Copacabana trolley. Get private investors to build and operate such new amenities, appealing to both tourists and residents from all over Rio.
